Executive Brief: Did White House Order Ukraine Starshield Slowdown?

On Oct. 14, 2026, SpaceX’s Starshield service stopped working on Ukrainian drones and other fast-moving military platforms without warning, and the order to slow it came from inside the White House, two U.S. officials and a Western official told Reuters. Pentagon leaders received a message that the service needed to be slowed, the officials said, without saying who sent it. A senior U.S. official told Reuters, “No such request was ever made by the president.”

Starshield is the military-grade version of Starlink. Ukrainian officials said the cap disrupted strike missions in occupied territory and slowed the interceptor drones used against Russian Shaheds. By Thursday, terminals worked in motion only up to 160 km/h (100 mph), a Defense Ministry source told Reuters. Elon Musk wrote on X that Starshield is “owned and controlled by the US government” and that limits are decided by the military “and ultimately POTUS.” On Oct. 16, the Telegraph reported, citing four sources, that Musk had proposed the cap to Trump. That account has not been independently confirmed.

The slowdown came as Trump pressed Kyiv to stop striking Russian refineries, which he blames for high fuel prices. Experts cited by Reuters say the main cause is the U.S.-Israeli war with Iran. “When the speed was reduced, we were unable to intercept some of the jet-powered Shaheds,” Zelensky told reporters in Brussels on Oct. 16.

Ukraine’s Defense Ministry is still seeking to clarify the reasons for the restrictions, a ministry source told the Kyiv Independent.
